Baseboard heating may be the solution. It’s relatively cheap to install since it requires no boiler or furnace, and no vents, heating ducts, or lowers.
It has a heating control that serves one room, so it’s best for fairly small areas. In addition to individual controls, baseboard heating is quiet.
Good but…
Now for the negatives:
It’s expensive to operate. Baseboard heat is nowhere as energy efficient as most other heating systems.
It also provides a dry heat that some people dislike. One solution is to install a humidifier, but that’s an added cost.
